This is a quick technical paper used to brief a Board of Commissioners or a Council. I developed this position paper in March 2006 for the Northern Lakes Fire Protection District (Hayden, ID) when I was the Chief there. Feel free to use the format or any of the content.

The Staffing Position paper (and a subsequest Station 2 Replacement position paper) led to the development of a Strategic Plan which addressed multiple issues we were experiencing at Northern Lakes Fire Protection District (NLFPD), Hayden, ID. In November of 2006, we presented the Strategic Plan (SP) which was modified on a regular basis. Attached is the last version I worked on prior to moving to Stillwater, OK, and I feel sure the District is still utilizing this document. I developed it in fifteen files so updating and modification would be facilited with little effort vs. one complete document. Below is NLFPD SP Files 1-3
