Before large diameter hose, most engine companies had two hose bays of 2 1/2" or 3" hose for supply lines. This allowed the company to lay dual supply lines at the same time. The bottom of each bay had a coupling hanging out the bottom in the event they lay was going to exceed the available amount of hose in one bay, a firefighter could take the coupling from the top of the 2nd bay and connect it to the coupling on the bottom of the hose bay being used to make a single longer lay. Now most engine companies only have one hose bay of large diameter hose, so unless they are going to complete a lay with smaller diameter hose, it doesn't do anything for you.
