Bio:
Retired as Chief of Operations after 28 years with Milwaukee Fire Department, having the operational responsibilities for the firefighting operations for an 1100 member department.
While COO worked in conjunction with federal, state and local agencies in the Southwest Threat Analysis Center obtaining federal clearance.
Worked with other local fire departments in the development of joint operations including radio interoperability, training and response.
Developed new joint cooperation between FD and PD Fire investigation teams allowing for a better with them both and state and federal investigation agencies.
Stood up 2 5 member rescue companies to better address firefighter safety and public protection.

During career also served as the Assistant Director of the HURT Team and has developed numerous operations manuals and standard operating procedures; and has responsibility for continual training of the 90 member HURT Team. Following the events of September 11, 2001, worked for the New York City Office of Emergency Management, Mayor’s Office, as a Logistics Operations Manager at the World Trade Center site.
Extensive volunteer fire department experience serving 17 years with the New Berlin (WI) Volunteer Fire Department.
Founder and President of Paul Conway Shields, a fire, law, safety equipment retailer & manufacturing company employing 35 people with sales of several million dollars. Extensive experience with national and international fire departments’ and distributors’ needs regarding purchasing, bid processes, and safety and municipal requirements. Assisted in the development of leather and composite helmets for the fire service to meet NFPA requirements and was owner of Paul Conway Helmets; prior to its sale to Lion in June 2000.
